I recently discovered a very nice way to add feathering to an image that gives you considerable control over your feathering. The technique requires the Mask Panel. So, the method may be limited to Photoshop CS4 and CS5. I do not know if someone can find a way to do it in Photoshop Elements.
Here is an example of what you can do. For example, say you wanted to select a portion of this image.
And, have your selection feathered so that it blends with the background of the layout you put it on. For example.
